En kontrollsanksjon/fjerning må først klages inn til virksomheten som har ilagt kontrollsanksjonen/foretatt fjerningen. Fristen for dette er tre uker etter ileggelsen eller fjerningen.
Klagefristen til nemnda er ett år etter den dato det ble klaget til virksomheten.
Den ilagte sanksjonen må likevel betales dersom det ikke klages til nemnda innen tre uker etter at klager har klagemulighet. Se undertittel «Må jeg betale kontrollsanksjonen selv om jeg klager?» for mer informasjon om dette.

Parkeringsklagenemnda er et uavhengig tvisteløsningsorgan, som søker å løse tvister som gjelder kontrollsanksjoner eller fjerning av kjøretøy.
Nemnda består ved behandling av en sak av en nøytral leder, en som representerer næringssiden og en fra Forbrukerrådet som representerer forbrukersiden.
Du kan klage til Parkeringsklagenemnda etter at klage til parkeringsvirksomheten ikke har ført frem, se her Parkeringsforskriften § 45.
